Did President Obama just slam dunk Congress by telling them to do their jobs?

Congress people are no longer public servants, but essentially paid lobbyists that redirect the flow of tax money from the public to corporate coffers - in various forms.. either direct money, regulatory non oversite, or rigging the playing field to suit corporation x over small business y.
