If someone(A)file police case repeatedly to disturb/to give tension to somebody(B) what B can do legally stop?

in a society A & B are staying in ground floor(Mr.A) & Ist floor. B is a lady and she leaves for service 9.30 am to 6.30. Mr. A & Family creating problem while parking Mrs.B's scooty opposite to his room crossing the road. The parking place is of Hsg.Board and corporation(not of Mr.A). But the A & family are making damage to Mrs.B's scooty and try to quarrel every now and then and he threaten to file police case unnecessarily. Mrs. B is busy mother of 2 kids and from respected family. so she don't want to interfere policy case and wastage of time. But Mr.A is taking advantage of this and threaten to file police case to disturb /give tens to Mrs.B's routine work and kids education and so..though Mr.A is the guilty. Mr.A is claiming the place we used to park the vehicle , was using Mr.A and still he wish so though he knows it is not his place. So he(A) try to make quarrel with B. Now it is too much pl. suggest what Mrs.B can do to stop Mr.A's Dadagiri legally. Mrs.B wants know is there any legal remedy to stop Mr.A's repeated police case which disturb Mrs.B's routine life. Pl. help with clause/under which section.
